About Joseph Carter Group
Our Story
Joseph Carter Group is the shared venture of Zachary Joseph and Austin Carter — a holding company built to house the businesses we're growing together across governance technology, creative media, and campaign services.
Zach is building CAO360™, a governance-grade SaaS platform that brings structure and accountability to public-sector executive evaluations. The methodology grew out of his direct experience on the Riverside City Council, where he developed and personally funded evaluation processes for municipal executives. That hands-on work — combined with over a decade in HR and payroll technology — became the foundation for a product designed to serve governing bodies at scale.
Austin runs Austin Carter Photos, his professional photography and creative media practice that he's operated since 2012. Over the past year, he's expanded into campaign web design — rebuilding two Democratic Party websites and running digital operations for a local treasurer campaign. That work is now generating recurring demand from elected officials and party organizations, and those engagements run through JCG.
We built Joseph Carter Group to give both lines of business — and the new ones forming between them — a shared home with real operational structure. CAO360™ handles governance technology. Austin Carter Photos handles creative media and campaign services. JCG holds it all together!

Zachary Joseph
Co-Founder | Managing Partner
Zach brings over a decade of experience in HR and payroll technology, having held implementation and consulting roles at HiBob, UKG, Tyler Technologies, and Paychex.
He holds an MBA and a bachelor's degree in business management from Antioch University.
Zach served on the Riverside, Ohio City Council from 2022 to 2025, where he was the youngest council member elected in the city's history.
That experience — navigating board dynamics, executive evaluations, and public accountability firsthand — led directly to the creation of the CAO360™ methodology.
Austin Carter
Co-Founder | Creative Director
Austin is an operations-driven leader and creative professional based in Dayton, Ohio. He holds a bachelor's degree in management from Wright State University and has built his career across studio management, strategic operations, and client services — including roles at Lifetouch and Photoday.
At PhotoDay, Austin serves as Studio Success Manager, where he aligns cross-functional teams around company priorities, drives execution against key initiatives, and builds operational systems that support long-term scalability.
His work sits at the intersection of strategy and execution — translating high-level vision into measurable goals, improving internal workflows, and ensuring that customer and partner experiences remain consistent as the company scales.
Austin has been behind the camera since 2012. Through Austin Carter Photos, he specializes in weddings, editorial work, portraits, and professional headshots. His practice has expanded into campaign and political media — including web design, party branding, and digital operations for candidates and committees across the Dayton region.
Colleagues and clients value Austin for his steady leadership style, structured thinking, and ability to move projects forward without unnecessary friction. He brings both analytical rigor and creative instinct to everything he touches.
